US Letter is 216 × 279 mm: slightly wider and noticeably shorter. Legal keeps Letter's width but stretches to 356 mm for contracts. Because A4 is taller and narrower, converting Letter to A4 leaves a little space top and bottom, while A4 to Letter has to shrink the page slightly to fit the shorter sheet — which is exactly what a printer's "fit to page" setting does, only without your control. Margins are the second half of the problem. Most desktop printers cannot print within roughly 5 mm of the paper edge, so a PDF whose content runs to the very edge loses a sliver. Adding a 10 mm margin here scales the content inwards so it prints intact, and a 20–25 mm margin on the binding side leaves room for a punch or a comb binder.
